1. Short Bio
Before joining the faculty at Seoul National University, from 2005 to 2012, Professor Kwon carried out several large-scale national projects to formulate city master plans and conducted urban research while working for the Korea Research Institute for Human Settlements (KRIHS) and Architecture & Urban Research Institute (AURI), a government funded research institute. From 2012 to 2014, he worked as an assistant professor in the Department of Architecture and Urban Design, Incheon National University.
From 2014 to the present, as an associate professor in the Department of Civil and Environmental Engineering, Seoul National University, he focused on teaching and research in urban design. Professor Kwon joined University of California at Berkeley as a visiting scholar from 2017 to 2018. Currently, he is the director of the Smart City Education Program at Seoul National University and the Smart City Research Center at the Advanced Institute of Convergence Technology (AICT). 2. Urban Design Works
Professor Kwon has a rich experience in urban design master planning. Among other things, he participated in planning the Multi-functional Administrative City, Korea’s second capital city (2006); JEJU Global Education City (2007); Saemangeum New City (2011); and Pusan Eco-Delta City (2013). He received awards at several urban design competitions, including the International Design Competition for the Central Park in the Multi-functional Administrative City. 3. Publications
Professor Kwon has been continuing his academic research in urban planning while maintaining interest in a wide range of topics concerning spatial values in Asian cities and sustainable urban development. His main research topics include urban typology and history, urban development and urban regeneration, and future cities.
Professor Kwon has published seven books related to urban studies over the past seven years since he joined Seoul National University. Two of them have been written in English, and they introduce the characteristics of Korean cities to international academic societies. One describes changes in the design trends in new cities in Korea over time, while the other describes the design principle of Sejong City, Korea’s second capital.
His other academic publications include 54 research papers published over the past seven years. Among them, 23 have been published in international peer-reviewed journals, and seven have been published in top journals in the field of urban studies with an impact factor higher than 3.5 (Cities, Urban Forestry and Urban Greening, Land Use Policy, and IEEE Access). Currently, Professor Kwon is examining the impact of big data and social networking services (SNS) on urban spaces. Additionally, he has published research papers related to smart cities and the characteristics of Korean cities. Other papers pertain to the development of Seoul during the period of rapid state-led development and changes in the traditional urban structure. Finally, he is conducting international and domestic research on sustainable development.

4. Invited Lectures and Conferences
Professor Kwon has been authoring and presenting papers at symposiums with great enthusiasm. Notably, his participation as the Korean representative at the Inter-University Seminar on Asian Megacities (IUSAM), Asian Planning Schools Association (APSA), and International Conference of Asia-Pacific Planning Societies (ICAPPS) has helped promote academic and research exchanges among global scholars in the region.
Recently, he delivered the keynote speech on smart cities and COVID-19 at the International Conferences. In 2018, he was invited by Quacquarelli Symonds (QS) Conference on University–Public Sector Partnership in Smart Cities held at Singapore Management University to discuss smart city technology and future city development. In addition, in 2020, he delivered the keynote speech in a webinar conducted in Myanmar by the UNESCO support program on the trend of future cities.
During his years at SNU, he has delivered 41 presentations at international symposia and 46 at domestic conferences. He contributed substantially to the organization of the International Congress of APSA at SNU in 2019. Additionally, he has won the best paper award 11 times at 87 conference presentations.

5. Research Funding
Professor Kwon has been a part of 66 projects during the past years at SNU, including national R&D, city masterplan design works, technology transfer consultations, and government policy research. He has contributed substantially to making academic findings relevant for industry and policy. Professor Kwon has received funding of about $ 4.5 million for 66 research projects.
Recently, he has been involved in diverse research projects related with Smart City, Big data, and artificial intelligence, that are supported by the Korean government. Additionally, he has conducted projects on future urban development funded by private institutions. He has also been conducting a comparative study of the cities of Seoul and Berlin in Korea and Germany, in cooperation with the German government. Furthermore, keeping abreast with the advances in international new urban development projects, he has been participating in research pertaining to the establishment of a masterplan for a new capital city in Indonesia, promoted by the Indonesian and Korean government.

6. Education
Professor Kwon has developed an innovative educational program in undergraduate and graduate courses at SNU, which pertains to urban planning and design.
The outstanding educational program is the graduate course on the Smart City Engineering major. He contributed substantially to the development of this unique program of Smart City, which is the dominant trend in the world cities. The curriculum and training process combines knowledge from diverse faculties such as Computer Science, Urban Planning, Architecture, Civil Engineering, Self-driving Cars, Big Data, Environmental, Industrial Engineering, and Electrical Engineering. Professor Kwon has been instrumental in creating this department and is utilizing education research funds ($ 1.5 million/5 years) provided by the Korean government.
Professor Kwon offers both theoretical and practical lecture courses. Theory subjects include Urban Planning, Urban Design, Regional Planning, Smart City Theory, while practical courses include Urban Design Studio and Seminar courses. Professor Kwon has been responsible for about 9 to 14 credit hours every semester. Particularly, his studio classes have run through cooperative and international partnership, working with local government, civilian organizations, and international developers. Several of his students have been selected for design competitions through these studio classes.
Professor Kwon has mentored 70 lab students (33 pursuing their PhD and 37 pursuing a master’s degree). Among them, 12 PhD and 23 master’s students have graduated under his supervision. Five doctoral graduates have been employed as university professors and eight have been employed to national institutes.

Professor Kwon has also been actively committed to the advancement of SNU, serving as a member of the development committee and master plan committee of the College of Engineering, the assistant director of the Brain Korea 21 PLUS (BK21 PLUS) program in the Department of Civil and Environmental Engineering, and the editor of the Department of Civil and Environmental Engineering newsletter, among others. Currently, he is the head of the Smart City Center of Seoul National University’s Siheung 2nd Campus and Seoul National University’s Advanced Institute of Convergence Technology (AICT). He is also the committee member of the Institute Peace and Unification and Institute of Engineering Research.
Furthermore, he is an active member of various academic associations, serving as a board member and editorial committee member of the Urban Design Institute of Korea and the Korean Planning Association. In addition, he is a member of the Inter University Seminar on Asian Megacities (IUSAM) and Asian Planning Schools Association (APSA), which are renowned Asian international urban studies seminars. He is also the vice editor-in-chief and editor of several domestic and international academic journals.
He has an extensive public service record, including projects with numerous government ministries. He has served as a Korean Supreme Court consultant, technical advisory committee of the Korean central government, and a member of the urban planning committee of several local governments.
