Dr. Chang graduated from Sungkyunkwan University’s Department of Political Science and Diplomacy and earned a master’s degree in political science and a doctorate in comparative politics in graduate school of the same university. After working as a senior fellow at the Institute for Peace and Unification Studies (IPUS) at Seoul National University, he served as the Assistant Director of North Korea-related Intelligence Analysis at the National Intelligence Service, Secretary to the President for Security Strategy and Emerging Technology and Cyber Security at the National Security Office, and Deputy Secretary-general of the National Security Council. He also was a chief research fellow at the Institute for National Security Strategy.
